*President Barack Obama has declared a major disaster in parts of Minnesota after June’s flooding and heavy storms. 13 counties in Minnesota and 3 tribal nations in Northeastern Minnesota have been declared federal disaster areas following last month’s flooding. Friday’s declaration covers Aitkin, Carlton, Cook, Crow Wing, Dakota, Goodhue, Kandiyohi, Lake, Meeker, Pine, Rice, Sibley, and St. Louis counties as well as the Fond du Lac Tribal Nation, the Mille Lacs Band of Ojibwe and the Grand Portage Tribal Nation. A flood warning remains in effect for the Mississippi River near Aitkin affecting Aitkin County
*At 7 PM Sunday the stage was 16.6 feet.
*Flood stage is 12.0 feet.
*Moderate flooding is occurring and moderate flooding is forecast.
*The river will remain at a stage around 16.6 feet through Tomorrow Morning.
*At 17.0 feet pumping begins at the Wastewater Treatment Plant.

A flood warning remains in effect for the Mississippi River at Fort Ripley affecting Morrison and Crow Wing Counties.
*At 6 PM Sunday the stage was 11.3 feet.
*Flood stage is 10.0 feet.
*Minor flooding is occurring and minor flooding is forecast.
*The river will continue to fall to below flood stage by Saturday, July 14th.
*At 11.0 feet this will cause minor flooding of rural areas near Fort Ripley.

Today’s Weather Summary for Northeast Minnesota and Northwest Wisconsin
A weak frontal boundary has pushed into Southcentral Minnesota early This Evening. This front helped to produce a few showers and isolated thunderstorms Saturday Night in Northern Minnesota, and a few more showers and thunderstorms developed This Afternoon, mostly affecting Southern portions of our area. Occasional lightning and brief heavy downpours of rain were the main hazards from these storms. Another warm day in the Northland with highs in the mid 70s to low/mid 80s. Dewpoints were in the 50s and lower 60s with winds out of the north or west at 5 to around 20 mph.
Today’s Upper Level Analysis:
RAP model analysis and water vapor satellite imagery shows a NW flow covering the Upper Midwest while the massive heat ridge which was over the Central Plains and Ohio Valley retrogrades into the Western U.S. 850mb temperatures as of 6 PM ranged from +14 to +18C in Minnesota.

Forecast Discussion for Northeast Minnesota and Northwest Wisconsin
Tonight through Monday Night (July 8th-9th)
High pressure will cover the Northern Plains and Upper Midwest while at the same time a NW flow remains in place along with some weak instability. Pop-up showers or thunderstorms are possible once again Monday Afternoon and Evening, mainly in Northeast Minnesota. Low temperatures Tonight and Tomorrow Night will be in the 50s and lower 60s with some 40s possible in the traditional chilly spots. Highs on Monday will be in the 70s and 80s. North, west, or east winds are forecast at 5 to 15 mph.

Extended Forecast, Tuesday-Thursday (July 10th-12th)
Not much change is expected this period. For the most part will remain under a NW flow aloft with a frontal boundary well to our west and some instability stretched out from the Dakotas to Minnesota. A few showers and thunderstorms can’t be ruled out in portions of the Northland from Tuesday through Thursday, although nothing widespread or significant is expected at this time. High temperatures during this period will remain in the 70s and 80s with lows Tuesday Night and Wednesday Night in the 50s and 60s.
Long Range Forecast (July 13th-18th)
Near to above normal temperatures should continue through this period and we could be dodging some showers and thunderstorms at times. The upper level pattern will be fairly sluggish with a building ridge in the Eastern U.S. while a large ridge remains in place over the Western U.S., possibly spreading into the Northern Plains. Winds aloft look fairly weak, so any thunderstorm that develops will likely be slow moving, this could result in some locally heavy rainfall where thunderstorms occur.
-5 day rainfall total from the HPC. Valid through Friday, July 13th, 2012: Locally heavy rainfall will be confined to the Southern Rockies and much of the Southern/Eastern U.S. the next few days. The rain should help the fire situation in Colorado.
